Why is Wendy Leonard referring to another woman’s rectum during public comment?

Following a particularly unusual and foul public comment by failed candidate Wendy Leonard, Picon is very interested in why Wendy Leonard was given the leeway to hurl insults and allegations at Jeanne Herman in violation of the long-standing commission rule prohibiting addressing a single commissioner.  During Mrs. Leonard’s accusatory tirade, underscored with a questionable attempt at concession, Mrs. Leonard accused the commissioner of failing to represent her constituents on issues from park watering to the decorations used by the state on freeways.  

In a departure from decorum and decency, normally seen in candidates conceding their race, Mrs. Leonard accused local conservative Robert Beadles of having his hand in Mrs. Herman’s rectum. Mrs. Herman is a mother of four daughters, with many great and grandchildren who has lived in her district for more than 40 years. As a reminder, Mrs. Herman is 82 years old and she does not swear or make rude comments from the dais. 

Following this display, Mrs. Leonard was then overheard in the public foyer talking on the phone about supporting Democrat Edwin Lyngar, against Jeanne Herman.
