It seems Richard Jay—best friend to Mayor Hillary Schieve, collector of prestigious appointments (Airport Authority, RSCVA), and self-appointed Facebook municipal code enforcer—might need to check his own address.

Picon appreciates Richard Jay and his proof telling posts. We like the guy and supported his appointment on the Airport Authority. While Jay corrects others online with chapter and verse of Reno Municipal Code, he apparently missed a rather fundamental requirement for his City of Reno Financial Board position: you actually need to live in the City of Reno to serve. Frankly we didn’t know, nor did we care, where Jay lived.

We have also provided you with a link to the Reno Municipal Code. Just so you can check for yourself.

Yet here's Jay, reportedly residing in the county—outside city limits—while sitting on a board that explicitly requires city residency.

Is this a case of "rules for thee but not for me"? Or perhaps when you're close enough to the Mayor, city boundaries become flexible.

A reader sent us the pieces for this article after Jay put up a post about ADUs and a positive effect they bring. Obviously this positive effect did not expand to our reader, they sent us all this information and we indicated we’d ask the question. So please don’t kill the messenger.
