Why does Bob Lucey get more security than Governor Sisolak?

Why does Washoe County Commissioner Bob Lucey have more security than a Supreme Court Justice, Governor Sisolak, or even Senator Catherine Cortez-Masto? The sitting sheriff will not respond to this nor has office responded to a public records request from 22 days ago. State law mandates a response within 5 days. What is the recourse when the police don’t follow the laws? On April 19th, 2022 multiple Washoe County Sheriff’s deputies acted as a perceived security detail for Lucey, present for a civil hearing regarding Mike Clark’s eligibility to run for public office. Despite Sheriff Balaam’s refusal to offer a response, the District Court honored our request for security footage for non-secure areas of the courthouse, allowing us to see how Lucey made his grand entrance.
