Purge of Voter Rolls vs Purge of the Registrar of Voters

On Tuesday, October 15, 2024, CV24-02182 Citizen Outreach Foundation ET AL vs Carre-Ann Burgess, in her official capacity as the acting Registrar of Voters for Washoe County has a 9AM court date in the Second Judicial District Court, Department 3, with the Honorable Judge Tammy Riggs.

Hmm, when this was filed Burgess was the interim-Registrar of Voters, but now she is missing in stress action. We had an interim Registrar of Voter approved by the Washoe County Commissioners, but now we have an acting Deputy Registrar of Voters Andrew McDonald will fill in during Burgess' absence. Andrew McDonald is “filling in” per County Manager Eric Brown, who hasn’t been elected by anybody. Why is this not before the Washoe County Commissioners to approve this ‘interim-interim’ Registrar of Voters.

The ACLU petition rolled into CV24-02182 with KOLO News 8 reporting on October 4, 2024, “American Civil Liberties Union of Nevada has been granted the right to intervene in a lawsuit over the purge of Washoe County voter rolls. Citizens Outreach Foundation wants to remove 11,000 people from the Washoe County rolls whose names appeared in a United States Postal Service National Change of Address database. Citizens Outreach Foundation said those voters need to confirm their addresses or be removed from the voter database. It filed a lawsuit in Washoe District Court seeking the removal of the voters.”

What perplexes us, could this be part of the stress of Burgess going missing? Didn’t Burgess state at a Washoe County Commission meeting that these voters who might no longer be at the address they have on record would be removed prior to the general election? Wasn’t this a Commissioner Mike Clark rant about the cost of sending all these sample ballots, and mail-in ballots to addresses that are being “returned to sender, no longer at this address” - being returned to the Registrar of Voters Office. Didn’t this mailing of ballots to bad addresses cost taxpayers about $70,000. Shouldn’t that be corrected?

Or could this be part of the stress of why Washoe County Government made sure Burgess went missing. Burgess takes her job seriously, Picon has spoken with her, our publisher worked with her on a recall petition. We simply do not understand the Washoe County line of “stress” and if you closely read County Manager Eric Brown’s text message we published on September 24, 2024 it seems Brown is making a decision for Burgess when he states, “I recommended she request a leave of absence to address self identified recent stress issues” and then the comment “emblematic of recent behavior we have seen from her.” It seems County Manager Brown suggested a stress leave. Also who saw that stress behavior, you know that Brown says they have seen from her, WHO SAW IT?

This is the third ROV under County Manager Eric Brown to disappear in two years and two months. Right, you’re going to point out that they don’t disappear, they leave - however we disagree, before they leave they disappear, Spikula took a leave of absence due to threats against her office (however, Washoe County, Washoe County Sheriff’s Department, Reno Police Department can produce NO records showing any threats against the ROV office to cause Spikula’s leave), Rodriguez just went missing for a couple of weeks and then was gone, and now Burgess is on stress leave. Picon sees a pattern.

We say pack the courtroom on October 15, 2024 at 9AM. Maybe someone can find out what the heck is going on in the Registrar of Voters Office, now that Washoe County is hiding behind a the Human Resources Stress Shuffle.
